Fix the Op info test for special.chebyshev_polynomial_u .. special.i0e

1. Find the lines 298 to 302 of test_ops.py and remove special.chebyshev_polynomial_u .. special.i0e from skip_list
2. Run op_info test with pytest test/test_ops.py
3. Fix the failure.
