[PAPERCUTS] Add --max-retries to download options.

I want to increadse the number of tries as a user if I'm on a bad connection and let it download unattended.

I've tried to download stuff from other countries, and it's not always fun because not ever geo in the world has the same infra as Silicon Valley (grew up in such a place actually - this is important to me, the digital divide is real! Walking the walk, helped build Senegal build/upgrade it's educational/research internet. One of the great privileges of my life to be able to contribute to that.)
