[feature]: Encode selected picker options into URL parameters for https://hud.pytorch.org/benchmark/compilers main page

Pickers are not encoded into the URL, as a result, we can't save links to dashboard results under certain configurations.

when sharing some HUD links, we must also communicate the picker options to the other person. e.g. I want to share results from my branch xmfan/compiled_autograd_hypothetical_perf to someone.

But the URL for sharing is still https://hud.pytorch.org/benchmark/compilers, which would use default picker options
