Fix links in Introduction to Quantization on Pytorch blog

Changes

Updated outdated links with the correct links for:

  1. Link to the function documentation of quantize_dynamic.

  2. Link to the Hugging Face Transformers file with GLUE.

Pending Changes

  • [ ] In the final section Further Reading, the PyTorch quantization presentation at Neurips link which is a presentation on the paper "Post-training 4-bit quantization on embedding tables", is not accessible anymore. Any suggestions?
