Links to ecosystem libraries are missing on certain subpages

To Reproduce

Steps to reproduce the behavior (if applicable):

  1. Go to the main page, you can see 'Docs' expand to show all the ecosystem libraries:

  1. Click one of the libraries (say "torchaudio" for example). The 'Docs' tab there no longer show all the libraries. Screen Shot 2022-08-30 at 11 21 46 AM

  2. You can check each library, their 'Docs' tab often show a slightly different subset of all the available libraries. The newer ones are more likely to be excluded.

Expected behavior

Regardless of which libraries' documentation users are reading, the 'Docs' tab should consistently show all the available libraries.

A fix for this issue has been submitted to the pytorch sphinx theme and has been rolled out for the tutorials page. It will roll out on the docs page with the next release.
