New Turkish version of README

[Yigtwxx]

I have added a Turkish translation of the README.md file to make this repository more accessible to the Turkish-speaking community.

Changes:

Translated the main documentation into Turkish.

Kept the original formatting, links, and structure intact.

Motivation:

By providing a localized version of the documentation, I aim to help Turkish developers and students better understand and utilize these PyTorch examples.
