Automate Android maven release

Based on the following runbook : https://docs.google.com/document/d/1arTI6cPFTJCy7gvtJxiFOjgDDcp6Elkm08EjCUn2jIY/edit And Android nightly builds.

We should automate the Android release to produce binaries and test them.

This way we can be sure the binaries are build correctly.

@atalman referenced document is not available to the general public, so please copy relevant parts of what you expect one needs to accomplished to close this task. And we do have nightly maven builds already, don't we?
