Send an email when a ticket gets assigned to another email

We need to identify all flows where this can happen:

• I purchase a ticket and input an email that isn't my account email
• I use the website to assign the ticket to someone else after purchasing it

In both cases an email should trigger saying "You received a PyCon Italia X ticket" or similar
