New emails system

Currently our system to email speakers is very basic and hard to use. We should implement a new one.

We have something in progress here: https://github.com/pythonitalia/pycon/pull/3830 but I wonder if we should start from scratch and implement it in a more generic way that allows you to email all grants, speakers and similar?
