Notification On New Workshop Registration

If we can get some notification every time a new workshop is added it will be helpful for both volunteers and tutors.

@realslimshanky you already get an email everytime a new workshop is added if the workshop location is among your preferred locations

@rahulxxarora Email is sent from workshop.models.py file. Probably take a look into it.

Hasn't this issue been solved? Not sure which commit fixed it but on local I see that emails are going out to the account in which I create the workshop as well.
