Add new location

When User add organization and profile page, there are chances user location might not be available in existing drop down hence we once user select others in drop down , We need to display input box asking location name along with drop down to show all states name.

@PabitraPati Yes go ahead . TO be on same page can you share brief plan on how you want design it.

First User has the option to select a particular state from Dropdown. Once selected, the registered locations will be displayed in the next dropdown along with 'Other' as an option. If User selects "Other" in location, then a new input box will be presented for entering the location.

1. Profile page
2. organisation

I could not find libpq-dev & libjpeg-dev for fedora.
