Don't allow deleting proposals

I've noticed that proposals can be deleted. Even the ones that are accepted and presented at the conference.

I think the system should only allow to withdraw a proposal, but not delete. The withdrawn proposals will be marked as "withdrawn" and may only be visible to the reviewers and admins. Also, it doesn't make sense to withdraw a proposal after a conference is over.
