Proposal state change

When the Reviewers find proposal very good and wanted to mark the proposal as confirmed. We should request reviewers to provide his feedback to make organizer understand better. This will also help other reviewers to know reason behind it.

This even bring in question how junction will handle voting and who are allowed to confirmed the talk.

@kracekumar @vanishan Please provide your suggestion as we soon need this feature.
