Translate library/functions.po

I will translate the chapter functions in the library.

Just want to remind you that there are tons of fuzzy entries in library/functions.po (see #26), and I'll fix them in recent days. You may need to wait til my PR is merged.

@StevenHsuYL 如果沒記錯的話去年底你有提到你在翻譯這份，如果有任何進度的話能否麻煩你把半成品發出個 PR 來呢？ 單純是不希望有任何重工，如果沒有的話也沒關係，先謝謝你了 🙏🏽

好的沒問題，但因為半成品有一段時間沒有更新，可能要再 merge 一下才有辦法發 PR，抱歉耽誤大家時間。感謝提醒！

@StevenHsuYL 沒關係的，也可以推上來交給我修就好，不然已經切換版本 (3.11 -> 3.12) 了，可能有不少 conflict
