Upgrade roundup?

We are currently running roundup from a fork at https://github.com/psf/bpo-roundup, which is approximately version 1.6.1 and requires Python 2.7.

As we work towards upgrading our fleet of hosts to Ubuntu 24.04 "noble", Python 2.7 support is more and more of a burden.

We should investigate upgrading roundup to the a more recent version with Python 3 support for the issues.roundup-tracker.org instance.

@rouilj, depending on your availability I'm going to ask @JacobCoffee to work with you on this.
