The guide should have a section about JIT builds, even if it mostly delegates to a link to the JIT building docs.

Additional context

The main JIT building documentation is pretty hidden, being mentioned in 3.13 What's New but not in the devguide.

Given that this is developer documentation, it's probably fine to just link to the README in Tools/jit/README.md.
