Add a section about success tips for multicultural communication

Describe the enhancement or feature you would like

Adding some tips for native and non-native English speakers would contributors and reviewers to be successful.

This came out of a discord discussion:

From @AlexWaygood

  • We should assume good faith and, in the face of ambiguity, assume (where not unreasonable) that people did not intend to cause offence
  • We should be able to give other members of the community frank feedback when they say things that might have (accidentally or deliberately) caused offence or have the potential to be misinterpreted
  • When we receive feedback like that, we should be grateful for it and do our best to improve the clarity of our communications going forward

Recently, we had a discussion about using LLMs for issue/PR communication. I mentioned that I used them for that purpose. So, let me clarify something: I'm not trying to sound more "native" or anything. In fact, I just use them to rewrite my messages because direct translation from Russian into English often produces incorrect sentences and, to be honest, they're sometimes aggressive, so using LLM helps me avoid these situations 🙂

Going forward, I'd suggest he reconsider before asking rethorical questions like "Why do you think it is wrong answer?! See this doc"

I would have said it like this: "I disagree/That doesn't sound right/The doc says ... Am I missing something?"

From @willingc:

I do believe that some of it is cultural/language based. Some of it is due to the scientific mindset of "let me challenge the ideas". I'm trying to set him up for success by being direct and modeling the behavior that will help them. I do think that he will be successful long-term, and this is a learning phase that we have all gone through.
