3.13 Incorrect Docstrings in `_interpchannels`

Bug description:

There are some slightly incorrect docstrings in _interpchannels:

  • send enforces kwargs after obj, and has a timeout kwarg.
  • send_buffer enforces kwargs after obj, and has a timeout kwarg.

CPython versions tested on:

3.13
