the elixir backend endpoint is set to be decommissioned

I am not sure what deprecation policy this project has but iiuc the endpoint below is deprecated and will be decommissioned eventually not too long from now. It has been functionally replaced with social_core/backends/lifescience.py (including client id and secret propagation)

It is not deprecated yet, but it will become deprecated. We will be notifying all of the connected services to migrate from Elixir to Lifescience, and when it is done, I will create an MR for Elixir backend removal.
