It'd be nice if rope hosted its documentation on RTD. Remaining steps:

• [x] Change Sphinx theme to RTD theme
• [x] Host on RTD
• [x] Test documentation works
• [x] Move docs from wiki to RTD (not planned)
• [ ] Link docs from readme and metadata

I set up hosting rope in RTD when merging the pytoolconfig last week: https://rope.readthedocs.io/en/latest/

We just need to point to it from README in GitHub.

Looks like I may have caught the repo in a documentation transition, so I will put this issue here. If you want, then I can move it. There is a broken link in the docs. The library.rst gets a 404.
