reviewing some pull requests that I currently have open, I guess in the nice-to-have category

• #9166 is imo an easy just-merge-it-already
• #9331 and #9392 are made easy to merge if the version number is going 2.0, perhaps slightly less so otherwise
• #9170 is a bit harder, I think the wins in consistency and simplification are clear enough but there seems to be lingering doubt about whether this is giving up performance for sdist-only packages
