Adds a brief CONTRIBUTING onboarding document

I couldn't immediately find a way to get started so I tried my best to figure it out and wrote it down along the way. There's room for improvement from those who know the Python ecosystem tooling better than I do!

Hi, @colindean are you still interested in doing this? I'd suggest checking out the contributing page from Poetry docs as a baseline for this document.

I forgot I even opened this PR. It's been a long time. I am interested, but I don't know when I'll have time. I will rebase using the convenient rebase button, though.

A quick read at the header level shows maybe that doc needs more from this one, too!
