Remove LGTM.com from project

LGTM.com is shutting down: https://github.blog/2022-08-15-the-next-step-for-lgtm-com-github-code-scanning/

PR code analysis, badges, etc. will be completely shut down by December 16th.

Eel currently utilizes badges and PR code analysis. That will have to be removed (and possibly migrated to another solution).
