Nav elements are not reachable with the keyboard

As pointed out in #1363:

All interactable elements should be accessible from the keyboard alone. Pressing tab while focussed on “Merch” should shift focus to the “More” dropdown. The user should then be able to access the dropdown and use the arrow keys to select subitems.

This affects all pages.
