errors in last cells of splot/moran_bv_test

there is an error in the last cell of the notebook that looks like maybe the example wasn't finished before the last commit?

Thanks for pinning this. I think once we have an official 2.0 release, we'll have to go over all the notebooks of the federated packages and make sure they're fit for a pysal 2.0 world.
