Is it time top drop Python 3.9 support?

Can we match geopandas here? I know it's deviation from what we do elsewhere but I'd like to limit friction as much as we can.

I think we will try to stick to SPEC0 for the upcoming geopandas 1.1 so we can go ahead and align mapclassify with the spec.
