allow SLOMetricAbsent alert name to be configurable

allow absent alert name to be configurable

presently all SLOs if they have absent data for indicator metric will have same alert name. This PR will allow that to be configurable with alerting.name and will just append default to end of name.

by the way, thank you for making this amazing project 💯
