Add patch routes to camera endpoint to update attributes

We've regularly had to create cameras with default values (not yet knowing (precisely) the location, height, angle of view) -> encountered in Chile in particular, where a lot of setups are made before knowing the location.

At this stage, it's not possible via the api to update these values once the camera has been created.

Request: As an admin, I'd like to be able to patch the attributes of an existing camera. This issue is quite similar to #445
