It would be nice to improve the spatial resolution of offshore wind, on the basis of this paper by @fneum

A solution is developed by @p-glaum and shared via https://github.com/p-glaum/pypsa-eur/blob/898aa080a5bc5f5b734864a7c01be536bdaf7785/scripts/build_bus_regions.py#L326-L372 (thanks a lot Philipp for development and sharing!)
