[Bug] Cannot Complete Registration on test.pypi.org: Email Verification Loop

Summary

I am blocked from completing the registration process on https://test.pypi.org/ and am stuck in a verification loop. I have successfully registered and verified my email on the main PyPI site (pypi.org), which indicates the issue is specific to the TestPyPI environment.

Steps to Reproduce

1. Registered a new account on https://test.pypi.org/account/register/ (using the username [My TestPyPI Username] and an email I will provide privately).
2. Received the email verification link.
3. Clicked the verification link.
4. Redirected to the login page or homepage, but the account state does not update to verified.
5. I cannot log in with my correct credentials.
6. A password reset attempt fails, as the system reports the email is unverified.

Expected Behavior

The account should be verified, and I should be able to log in.

Actual Behavior

The account remains unverified, and I am blocked from access.

Comparison to Production (pypi.org)

• Result on pypi.org: Registration and email verification worked without issue on the main site.
• Result on test.pypi.org: Fails as described above.

Sensitive Information

My TestPyPI username and the full email address used for this account will be sent to [email protected] immediately, referencing this GitHub Issue number.

Troubleshooting Performed

• Checked spam/junk folders (I received the email).
• Attempted verification and login in a clean Incognito/Private browser window.
