Organization "manager" unable to manage individual projects under that org

We have an organization setup like this:

Alex is a "manager", so I would expect he would be able to manage the projects belonging to that org.

But when Alex visits https://pypi.org/manage/organization/datasette/projects/ he sees this - note that the "Manage" buttons are greyed out.

And he does not have access to this page: https://pypi.org/manage/project/datasette-jsonschema-forms/releases/ - which I do have access to as an admin for that org.

We want Alex to be able to manage those package releases.
