Disallow project transfer to new and un-activated Company Organizations

Describe the bug

After being approved, Company Organizations that have not activated a subscription can still receive project transfers.

We should disable transfers until billing is setup to keep people from getting in a stuck state if they don't intend to subscribe.

Expected behavior

Disabled inputs, Error message, or similar when trying to transfer project to a company org without an active subscription.
