Include all projects a User has access to in Add API token view

resolves #13840 (in the ugliest way possible)

I feel like there are probably other places where we use user.projects where we want the same behavior, should we fix this in a more broad way instead?

probably, I'm not married to this solution! just wanted to get something out there.

might be good to buff up user_projects from https://github.com/pypi/warehouse/blob/main/warehouse/manage/views/view_helpers.py
