PEP 541 Request: lighter

Reasons for the request

I am writing to request the transfer of the PyPI package name "lighter," currently seeming to be held by the GitHub repository at https://github.com/DavexPro/lighter. Upon review, it appears this repository engages in several violations as defined by PEP 541, lacking substantive content and functionality.

The package offers no real functionality and upon install, contains a single function in the namespace titled joke. See below for reference

Moreover, the content between the associated Github mentioned above differs from what the package contains. The project description mentions it is a helper library for pytorch but this is incorrect. The output from the only usable function seems to be a reference to a joke from Monty Python. https://en.wikipedia.org/wiki/The_Funniest_Joke_in_the_World

We have previously tried to contact the author of this package and were met with a refusal to transfer https://github.com/pypi/support/issues/2544. But with this new information coming to light, we would like to bring this issue up again citing the malicious intent of the package maintainer.

In accordance with PEP 541, I would like to bring up the following violations:

• project is name squatting (package has no functionality or is empty);
• project uses obfuscation to hide or mask functionality; or
• project is abusing the Package Index for purposes it was not intended.

Given all the information above, I would like to point out that this package has been operational for six years providing no useful functionality to the Python community while 2 other users (us + https://github.com/davexpro/lighter/issues/1) have tried to use this name for meaningful contributions. I request the maintainers to reassign/invalidate this package name so that it can be moved from hosting a joke to adding real value.
