Seeking feedback on a plug-in-like system for environment discovery

I opened https://github.com/pypa/pipenv/discussions/5158 seeking feedback on a potential way for tools like pipenv to help tools like VS Code and the Python Launcher for Unix find virtual environments it manages as well as find Python interpreters. But I realized opening a discussion might not be this project's preferred way to have such a conversion, hence this issue. 🙂

Hey @brettcannon thanks for opening the discussion -- I think discussions are a fine way to go for something like this because they stick around after the ticket is closed and support threads (responding to specific replies). This ticket can be to track that you want feedback on your discussion. I will reply there now.
