SEO: improve how search engines see PyPUG

We'd like for packaging.python.org to show up higher in search results for various queries (although it is currently the top result for python packaging on at least one search engine).

@jonparrott If there's any advice you can offer here that would be applicable for python.org SEO in general, that would be helpful :)

(mail.python.org sometimes seems like it takes weeks or months for new threads to get indexed, and it would be nice if there was a way to register canonical URLs for the older versions of the 3.x Python docs without having to go through and actually edit the HTML somehow)

I don't know too much about SEO, but I took a stab at this one. Some searching yielded a website called sitechecker.pro that offered a free check-up of a URL. This was part of the output: screen shot 2018-10-06 at 2 59 31 pm

Obviously one website is not the final authority on SEO but it offered some quick insights for a n00b like me. I figured the mobile results don't matter as much as the description and speed so that's what I would like to tackle.

For the description it looks like reST supports a directive called meta, so including that in index.rst should have some small effect on SEO.

For speed it looks like minifying the CSS and JS should help, although I'm unsure of how to do that.

Let me know if there's anything you would like to call out or correct!
