Update referenced RFC specification

Update the referenced RFC specification:

from obsoleted version 822,
through newer obsoleted version 2822,
to current version 5322.

The old RFC might be obsolete, but do we have confirmation if the existing PyPA standards and implementations are completely aligned with the new RFC?

The rationale is that a new RFC might have changed/updated slightly the behaviour that the PyPA projects are depending on, so we have to be careful and double check everything sums up before modifying the text.
