Add CPython 3.13

It's time to add CPython 3.13 to manylinux images.

The issue will be closed once CPython 3.13.0 final is released.

The free-threaded (no GIL) build is also available.

⚠️ Please remember that the ABI is not stable yet and this is added in order to test with CPython 3.13 rather than publish wheels on PyPI which should be avoided for now !

Edit: python 3.13.0b3 is now available in the images.
