Find an alternative to MKL for OSX on Intel

Context: MKL dropped OSX support from the 2024.0 release. In the pytensor conda-forge package, we depend on the mkl-service package for BLAS with Windows and non-ARM Linux/OSX. Is there a better modern alternative these days for Intel OSX? Would it be feasible to switch to OpenBLAS?

Are there modern non-ARM OSX versions? I think that it's feasible to switch to OpenBlas, yes.

Of what? (PyTensor yes, mkl-service no.)
