Progress bar for sampler is missing

I'm raising this issue to just flag that the progress bar for sampling is missing, leaving out a fairly important UI element that was present in PyMC3.

No rush on this, just wanted to flag.

I'll link this to https://github.com/tensorflow/probability/issues/435 which will probably get solved the same way, at the same time.
