schedule restart of pyload when active downloads are finished

when downloads are active, the restart pyload button should show a popup dialog

downloads are active

[ restart now and abort active downloads ] [ restart later when active downloads are finished ]

currently the popup dialog says

Are you sure you want to restart pyLoad?

[ Cancel ] [ OK ]
