Add skill plan export prototype

Fixes #1636

This creates skill-plan importable export as text. However I would rather add shortcut to "Fit -> Export Skill Plan" than under "Character" and having to correctly select All Level 0 character. However I don't know where exactly these are to set. This is a prototype to kickstart this.
