Oversized Cap Booster incorrect GJ/s
Bug Report
Expected behavior:
When using an oversized Cap Booster with a 800 loaded in a ship with 600-something cap. GJ/s would be given based on the max possible cap given (100% of ship's max cap)
Actual behavior:
GJ/s is given base on the total of the cap booster. As if the max cap of the ship had no impact.
Detailed steps to reproduce:
Take a Coercer. Throw a Medium Cap Booster on there. Throw a Navy 800 in there. And enjoy!
