ECM on a falcon does not include bonus to strength from recon ships skill

Expected behavior:
Recon ships skill would increase the displayed strength of ECM jammers on a falcon
Actual behavior:
Recon Ships skill does not increase the strength of ECM jammers on a simulated falcon
Detailed steps to reproduce:
Right-click jammer, check what it is affected by, it isn't affected by Recon Ships.
