Add projected environment effects of stellar observatories
Feature request to add support in the Projected tab for Environmental Effects of Stellar observatories:
There are five of these - one for each empire, and one for Triglavian.

Added support for those in 3094fd32fcd11b2e36750a0a6805fd43f90e2436. Also moved localized effects (clouds) to abyssal menu. Following questions still have to be answered:
- are those destructible beacons strictly related to triglavian invasion or not? ATM they reside in Triglavian Invasion menu as sub-menu.
- clarify how target penalty works. So far I implemented it by rounding down any non-integer number
- clarify if abyssal webs on serpentis ships can actually go beyond -100% and how it affects ships in game
Until those are answered, leaving this issue open.
