Add Polr to URL shortener APIs

This adds the selfhosted URL shortener Polr to the MultiShortener's supported APIs.

The API is very similar to YOURLS, so most of the code is the same, but it still required changes.

hi james - seems like this one has been forgotten along the way. Basically, we are working on a fully new version of the backend, and let's say that for the moment, unless they are fixing bugs, features-PR's are no longer welcome. But this is temporary of course. -c
