FEAT - Restyle interactive elements to be more accessible

Supersedes #1402.

This is the PR of a feature branch named feature-focus. The feature branch will collect style changes incrementally across a sequence of smaller PRs whose overall goal is to restyle the buttons, links, and other interactive elements in this theme so that they are more accessible and consistent.
