Unable to set Asignee on Task

Bug summary

issue_dict = {
      	'project': 'RS',
    	'summary': mysummary,
    	'description': dd,
    	'issuetype': type,

		'assignee':{'name':'NAME OF USER'}
       }
  
		new_issue = jac.create_issue(fields=issue_dict)

Issue is created however there is no assignee is given..no errors from what I can see are thrown....

Is there an existing issue for this?
