[Bug] USB connection does not re-establish when plugging back in

Describe the bug

On my PC (Ubuntu 22.04), on an Android tablet and on an Android phone, USB does not appear to reconnect when unplugging and plugging back in. If I understand correctly this is expected to work.

Version 140.0.7339.207 (Official Build) (64-bit)

It appears to detect the reconnection, but then gives a SecurityError. Same for EV3 and SPIKE Prime.

What could I log to get more information about this?

In addition to ideally fixing it, should we also show a toast if it does go wrong?
