[Feature] Add Nordic UART Peripheral class

Now that we have generalized Bluetooth scanning and connecting, we could in principle add a pybricks.iodevices.NUSDevice. This would allow connectivity with devices like the Micro:Bit V2 and various other devices, which was requested recently.
